Generally an RV bumper is designed to take lateral force but not the vertical force it would encounter from having skid wheels installed on it. The RV frame at the rear (near the bumper) is the best place to mount skid wheels. If there is a hitch on the RV that too can be used as a mounting point.

The skid wheels would typically weld to the underside of the RV frame. Using skid wheels would be advantageous because it would help prevent the RV undercarriage from scraping against obstructions like speed bumps. The Ultra-Fab Skid Wheels for Class C RVs part # UF48-979012 should work on pretty much any surface as they are really just a barrier to prevent the frame from making contact with the ground. Since you are pulling 5th wheel trailers for hire then presumably they would all be different shapes and sizes. You will likely have to adjust the height of the 5th wheel hitch and/or the pin box on the trailer to tow the trailers level.
Ideally you will have 5 or 6 inches from the tops of the bed sides to the bottom of the 5th wheel overhang when the trailer is level.

I spoke to my contact at Ultra-Fab and he informed me that Ultra-Fab Skid Wheels # UF48-979011 that you referenced comes with a plate and installation hardware and there are two sizes of bolts that are included. The smaller bolts are 1-1/4 inches long with a 9/16 inch head and the larger bolts are 1-1/2 inches long with a 3/4 inch head.

The item you selected Curt Front-Mount Trailer Hitch Receiver, part # 31038, does not require trimming or removal of fascia to be installed. You will have to remove or trim the skid plate to install.
